Project overview
Works to reconstruct the unsealed section of East Seaham Rd, East Seaham are scheduled to commence 2 June 2025. This project has been made possible thanks to funding via the Federal Blackspot project, Developer Contributions, Council Funds and funding from the $10M NSW Government election commitment.
The scope of the project includes:
- Reconstructing the entire 3.1km unsealed section of East Seaham Road to become sealed and match road widths of previously constructed stages of East Seaham Road
- Upgrading drainage infrastructure to cater for large storm events and flooding
- Installation of road safety barriers where required
Road Closure
In order to have the funds to complete the entire 3.1km length of unsealed road, PSC has decided to conduct these works under a full road closure. This allows us to save on Traffic Management costs and helps reduce the total project duration. East Seaham Rd will be closed from Monday 2 June 2025 to all through traffic at the boundary of Port Stephens Council and Dungog Shire Council.

Access options depend on where your property is located as below:
- East Seaham Rd, East Seaham (Port Stephens Council resident) - resident, emergency services, waste services and postal services access will only be available from the south (Italia Rd). Arrangements have been made for school bus services.
- East Seaham Rd, Clarence Town (Dungog Shire Council resident) - resident, emergency services, waste services and postal services access will only be available from the north (Limeburners Creek Rd). Arrangements have been made for school bus services.
This project has taken into consideration the heritage and environmental impacts, along with its proximity to National Park land. This has meant we have had to undertake a full environmental impact statement as part of the design and planning - this document was on public exhibition on the NSW Government's planning portal until 11 May 2025.
Council has engaged contractor Bolte Civil to undertake the project. The project is scheduled to be completed in February 2026 (weather permitting).
